Create and start a tween.
Parameters:
startValue - the initial value
endValue - the final value
tweenLength - the length of the tween

getValue
public float getValue()
Calculate the time-based tween value. For example, if you would like to
tween a variable between 0 and 100 in 1000 milliseconds, than calling
this method after 500 milliseconds will return 50. If you call this
method after 2000 milliseconds, the final value (100) will be returned.
